1. Introduction

Each year the ARRL conducts an annual "Simulated Emergency Test". The League conduct of this test is more like a contest than an emergency exercise. For a number of years, the Michigan Section has taken this as an opportunity to hold a state wide exercise.
This year the Section has chosen to test the ability of the organization to use relays over VHF and UHF to effectively communicate throughout the sections. The scenario simulates a significant loss of commercial infrastructure, but key repeaters are still operational as long as their backup power holds out.
